Below, please find the Vacancy Notice (146th Referendum) for the District Court of Maryland for Montgomery County. These vacancies (listed below) have been posted.

Notice of Vacancies for the
CIRCUIT COURT OF MARYLAND FOR MONTGOMERY COUNTY

Due to the Retirement of the Honorable Marielsa A. Bernard on July 3, 2017 and the Retirement of the Honorable John W. Debelius, III on August 1, 2017, two vacancies exist on the Circuit Court for Montgomery County.  These vacancies are to be filled by appointment of Governor Hogan.

The name of any attorney living or practicing in Montgomery County, MD (see below) who applies for the vacancy below MUST appear on a referendum ballot handled through the Bar Association of Montgomery County, MD.

Below are the qualifications for becoming a Maryland Judge, according to the Maryland Constitution:

SEC. 2. The Judges of all of the said Courts shall be citizens of the State of Maryland, and qualified voters under this Constitution, and shall have resided therein not less than five years, and not less than six months next preceding their election, or appointment, as the case may be, in the city, county, district, judicial circuit, intermediate appellate judicial circuit or appellate judicial circuit for which they may be, respectively, elected, or appointed. They shall be not less than thirty years of age at the time of their election or appointment, and shall be selected from those who have been admitted to practice law in this State, and who are most distinguished for integrity, wisdom and sound legal knowledge (amended by Chapter 10, Acts of 1966, ratified Nov. 8, 1966; Chapter 789, Acts of 1969, ratified Nov. 3, 1970).

In addition to filing with the Administrative Office of the Courts, you are asked to submit a written resume, as a pdf or an MS Word document, along with a photo (if there is not currently one on file with the Bar Association) to be emailed to Cindy@barmont.org, with a $100 filing fee (if you haven’t applied for a Circuit Court vacancy within the past 2 years) mailed to Stephanie L. Fink, Chair, Judicial Selections Panel Committee, Bar Association of Montgomery County, Maryland, 27 West Jefferson St., Rockville, MD 20850. All material must be received by 5:00p.m. on Thursday, September 7, 2017. Please also indicate on your application that you wish a copy of the application to be sent to the Bar Association of Montgomery County, MD.

Circuit Court for Montgomery County

Due to the Retirement of the Honorable Marielsa A. Bernard on July 3, 2017 and the Retirement of the Honorable John W. Debelius, III on August 1, 2017, two vacancies exist on the Circuit Court for Montgomery County.  These vacancies are to be filled by appointment of Governor Hogan.

Any judge or lawyer interested in appointment to these vacancies should complete the personal data questionnaire which is available as a downloadable document on the Judiciary’s website at www.mdcourts.gov. Any applicant who reapplies to a commission with whom they have filed a personal data questionnaire within the past twenty-four months need not file a new questionnaire. The candidate may submit a letter stating that he or she is reapplying and submit any changes that have occurred since the submission of the earlier questionnaire. Any questions about the application process should be directed to Debra L. Kaminski or Connie Winkel at the Administrative Office of the Courts at 410-260-1271/410-260-1275 or Maryland Relay Service (TTY/Voice) 1-800-735-2258.

The completed personal data questionnaire and two writing samples (at least 17 copies)—see questionnaire as to additional copies) must be received by Debra L.
