The federal Achieving a Better Life Experience (ABLE) law allows certain persons with disabilities to hold a significant amount of money without losing eligibility for various means-tested government programs.  Patterned after 529 college savings plans, ABLE account funds grow tax-free and can be used to pay for health care, transportation, housing and other expenses.  Also like 529 plans, each state must establish rules for financial institutions to offer these accounts, and some states, including Virginia, have already enacted enabling legislation.  The Maryland legislature is expected to authorize the establishment of ABLE accounts next session and could make them available to the public as soon as late 2016.  

This program will discuss the details of the ABLE law and sort out information from disinformation: who can qualify for an account, the advantages and disadvantages of an ABLE account, and whether an ABLE account may fit with other planning options available for persons with disabilities.
